How do I get these? I'm level 38 and others on my level have them...?..

It could be very good, but some issues need serious attention. 1. Should be able to upgrade more than one building etc at a time. It's just silly the way it is. 2. Base defences should be neutralised when power plants are destroyed. I've lost so many troops trying to destroy the gun emplacement when the rest of the base is gone. They consume power, so when power is gone they should be dead. 3. Rewards for achievements aren't even worth it. Well lets hope the devs are listening. I'm not buying til they do.
